At compile-time, or at run-time?

I think it should be done at run-time.
Actually , i want to read/transfer some text files from my pc to the blackberry so that i can save the data in blackberry using persistent storage.

Then I suggest that you transfer the files to the Blackberry via the USB cable and access the files using FileConnection.
