Default SocketConnection and BIS-B

Hello to everybody!
I have one question to you.
I want to use SocketConnection (a chat), and I don't know is it possible to get this connection via BIS-B!? The HTTPConnection is possible to use and I know it for sure.
I'm not an alliance member, but I can do it if I be sure in possibility to use sockets with BIS. It is very important for me. I appreciate any kind of help with this issue.
