Default Beginner's GPS Question

Hi all, hope someone can give me a quick heads up.

I'm working on something, essentially an online fiction, and I'd love to do a BB app for part of it. The functionality sounds simple enough - an app that checks your location, checks if you're near a specific type of place (train station, for example). If you are, the app plays an mp3 that's bundled with it.

I'm a beginner, but a quick learner - providing I know what I need to learn! So, questions - is GPS a restricted function? I've heard something about a license in order to use parts of the API. Also, I guess I can use an API from something like foursquare (or Google Maps?) to tell me if they're close to the type of location?

The app idea is adaptable to what is reasonable. The only reasoning for the proximity check being 'are they near a train station?' (for example) is that, being a component of an online fiction, I can't expect the audience to travel miles and miles to a specific spot?

Any general thoughts are much appreciated, or suggestions of the best way to do it. Then I can set out to learn the right bits and bobs!
