Problem building samples

I've installed J2 SDK 1.4.2_09, JDE 4.0.
System is WinXP SP2.
Regional settings are all English (United states) including setting for non-unicode programs.
I start Blackberry JDE, build samples and have the following error:

What's wrong with rapc?
