Default TimeZone Offset

Please Login to Remove!

I calculated time zone offset but it gives me zero

TimeZone tz= TimeZone.getTimeZone("Countryname/Cityname");
Calendar c=Calendar.getInstance();
c.setTime(new Date());
int ofst=tz.getOffset(1, c.get(Calendar.YEAR), c.get(Calendar.MONTH), c.get(Calendar.DAY_OF_MONTH), c.get(Calendar.DAY_OF_WEEK), c.get(Calendar.MILLISECOND));

What is wrong with above code . why it gives me zero?
