How to add Custom panel in message application

Hi,

I wants add a custom panel in Messages application. the panel would contains the email addresses & some details(such as geographical details), so if i select a region ,all email ids for that region should get selected.

Can any one tell em how can add such panel.

Note: I don't wants to use address book groups.
