Default rapc invocation does not build or import the runtime system

Google is not my friend :(
I get this error when I try to build a project after I
added a jar file to workspace propertes

I created the jar file manually using
jar cf ec.jar com\ecourier\util\manifest\*.class

Error!: Error: rapc invocation does not build or import the runtime system (missing net_rim_api)

what is this really trying to tell me
