The BlackBerry emulator supports OTA download...

You can host MIDlets on a local web server and have the Blackberry emulator download simulated OTA .jad/.jar files through the web browser.

Make sure your web server supports these MIMETYPES:

text/vnd.sun.j2me.app-descriptor .jad
application/java-archive .jar

Thanks,
