Can you copy service books from one 7100 to another?

No.
Well yes, sort of, in a way, but not really, and not from handset to handset.
Only by re-loading new copies.

Copy from one user to another
Set a matching IT policy and generate encryption key on the device you want to 'copy' to.
The service books will download onto the new device.

so the same user can use a different device,
just assign the new handset to the user + generate encryption key and they will download to the new device.

Big waste of time IMO there should be no need to even think of doing such a thing to 'service books'.
