I asked this on yahoo answers but didn't get a good answer yet, so I'm asking here, what do y'all think?

I just got a new blackberry 7290. The application loader is not working!?
The about section says it's version v4.1.0.309
For my blackberry device manager I downgraded from 4.2 to 4.1 (4.3 was giving problems) Is 4.1 windows blackberry desktop manager designed for blackberrys that are version 4.1 specifically, so I shouldn't use 4.2 or 4.3?
My specific question though is when I do the application loader wizard, it tells me: "No system software was found for your device. Contact your system administrator or service provider for information on obtaining a device system software." I'm not signed up with a cell phone plan, I just want to use the blackberry as a palm (and need to load a program to read documents well).
Any advice? I assumed I did have a system software on the blackberry (about page gives me the version so I should!?) how can I get it updated?

They advised me to:
The reason you are receiving this message is because you don't have the BlackBerry 4.1.0.309 handheld operating system installed on your computer. You need to install that program on your computer, and then the Application Loader will work.
You should be able to download the latest handheld operating system installation file from your carrier. You can find the list of carriers here:

I tried installing the system software on the PC as you mentioned and it still gives me that error message, what else should I try?
