Not able to do Enterprise Activation -

I have purchased a Black Berry 7290 recently from e-bay and I am new for a Black Berry device.
When I try for Enterprise Activation, after 4-5 min I get a message "The server is not responding. Please contact your system Administrator". I have tried this using two seperate service provider BSNL & Airtel". I also tried to register my device at Airtel, Vodafone & Reliance telecom by providing the PIN and IMEI but every time I get a message that this equipment is already registered with some other service provider.
Can any one help me, for the Enterprise registration and to know that with which service provider my device is registered.
