You need to subscribe to a Blackberry data plan from your carrier.

Is it a specific blackberry data plan? If so, try going to Options >advanced Options >Host Routing Table and click the wheel and select "Register Now."

I just got my bb7250 from ebay today, charged the battery and the only thing that shows is an icon that looks like a vhs tape with a circle and a line thur it under the circle it has a number of 507. What does this mean... Help!

Welcome to the forums

That means there is no OS on your device. Your device has been wiped.

Use the method below to restore an OS. You'll have to install Desktop Manager and the OS to your computer. Just follow these instructions (you won't have to use JL_Cmder to wipe as your device is already wiped.)

How do I wipe the BlackBerry using Jl Cmder? - BlackBerryFAQ
