I couldn't find it on my 8130 but I didn't need it. App works fine. On a side note though, I tried adding my zip code and it would not take it no matter how many times I hit OK. i had to use the weather code and it worked like a charm.
after entering my zip as my ID I go to select the ok tap and nothing happens. It's as if the tab is not being pressed but the cancle button seems to work so I know the phone isn't frozen lol. someone please help.
Use this link. type in the name of the city you want, NOT THE ZIP CODE, and it will give you the Location ID code. If you type in the zip code it will give you the zip code back as the location ID and this will not work.

To be honest, BBWeather is an old app. It hasn't been updated in several years. I've concluded (and this is open to argument, of course) that BBWeather has been one of the memory leak culprits. When I uninstalled it from my Pearl I quit having problems with memory (deleting emails, and call logs.) It's one of my favorite apps but I haven't even installed it on my Curve. Hopefully, one of these days, someone will take it on as a project for updating. The code is open source, so any programmer could rewrite/update it.
With that said, I'm not a Verizon user so I'm not sure how to set this up on the 8130. If I remember right these apps have worked "out of the box" on Verizon.
