It does both but you will need to install the Desktop Manager.

A good starting point for your device would be the link below:

It will charge the phone when hooked up to a powered USB port.

It will sync with your desktop application of your choice if Desktop Manager is installed (from the CD that came with the phone). It's also through the Desktop Manager's "Media Manager" applet that you can transfer photos, mp3s, and other files to and/or from the phone's memory (either the base memory or the media card if installed).

If the Desktop Manager is not installed, then all you can do is charge the phone - I think. I'm not sure whether or not the driver has to be installed just to even charge the phone. Someone else will have to verify that.

Get Desktop Manager 4.2 SP2...4.3 is buggy.

You need the drivers from it installed to charge the phone, but you can just install the drivers if you want to.

Read the FAQ on the Desktop Manager and media cards. You can use Desktop Manager to add ringtones and music to the phone. Much better to use a memory card for music, as the amount of device memory is quite small...the Pearl uses the Micro SDHC, as well as the regular Micro SD memory cards.
