audacity is a great wav/mp3 editor...more features, free.

i use wavepad to cut my mp3's into ringtones. it can be found at download.com

You can also cute with Windows XP sound recorder in the accessories section, you would have to convert it to WAV though and then back, (for me no real issue) but it's simple and convenient, check out freeringers.net, I've had them for about 5 years, only paid 8 bucks for a lifetime membership, it's great, they give you links for programs and offer their own I believe, their ringtones aren't the greatest, but they head you up with how to make and relay them...
