No, it's not out for any device, on any carrier.

4.5 is not out for any device. and when/if it is released for the 8130 you will be able to use it on the 8130. no other OS for any other device will work on any device it is not made for

In addition, I would also discourage most users from trying install 4.5 OS product until its officially released by the appropriate parties.

I have OS 4.5 on my 8100, but this is BETA version only, no offical version avaible yet.

Also keep in mind, the 8130 already has OS 4.3.x.x, and from what I hear, there arent many differences. It already has streaming video support and video recording.
