'Your device is not configured for BIS or BES access. consult your wireless servie provider or system administrator'
what does this mean

Yes, that's what it would be.

yes i have all that, and everything else is working just not maps

try going to options > advanced options > then host routing table > then click on the blackberry key on your phone >register now
