Yes it can and it works very well. I also receive pic and video messages on mine and so far have had no problems playing them.

If you have tmobile and a data plan then just go to messages, hit the menu key and you should see the option to compose MMS. Or if you have the boxes separated (messages>options>General settings> email and sms inboxes change to separate) then there will be an icon that says sms and mms
