Default Question about using internet

I know that I can use the internet on my phone through an alternate browser on a regular internet plan. But my dad already has that on his phone and I don't think he'll add it on mine. If I were to switch the SIM card(I'd ask first, of course) with his, would it work on mine to use the internet? I figured it would, but I want to check just in case they try to charge him for it or something.

I've tried this with an iPhone and it won't work. I think you can to call to activate it on the phone that you are using or atleast trying to use.
