I've unlocked a Cingular 8310 before and to get it to pull up the menu I had to have a Cingular SIM chip in it, would not work with a different SIM chip, just a though.

It's possible, but when I put an active SIM (Rogers or Fido) in the device, all I get is "SIM card rejected". It's a Rogers berry that I'd like to use on Fido. Rogers tech was totally useless. Wouldn't do anything for me without an active Rogers account.
