Default I can't find the SMART DIALING MENU

Please Login to Remove!
I have a 8100 from the US and it always adds +1 before any number i call and i can't find the smart dialing menu in the options menu. I have looked everywhere. Is there any way to install this menu or something? Please help.

Click the menu key and select Options
