Is it possible to have the Do not disturb feature on in the active profile and enter exeception to the important call list?

So for instance I want all calls to go to Voice mail but few to get thru? I've tried every possible combination and it did not work for me. All calls were sent to voice mail regarless of the exception list.

Is it possible?
