Just wanted to confirm that the only way to color code emails is if you have a BES setup? No other 3rd party apps can accomplish this?

I don't think this can be done at all currently

I have yet to play with new devices above 8700, but I've never heard of being able to do this.

If you are looking to color code mails that are from internet accounts in contrast to mails from your BES server, you can do it this way.

Goto Security Options -> General Settings. Scroll down and change to desired color under "Enterprise Messages" or "Other Messages". Save and you will have two different colors when you open the message.

If your question is for sending and color coding it, I am not aware of any apps that can do it.
