Default 8100 Call failed with full signal

Experiencing problems using blackberry pearl 8100 on 900/1800 networks. The wired thing is that the phone works fine on 850/1900 but not on european frequencies. We usually experience these problems from Vodafone branded phones usually samsung the problem is usually solved by unbranded flash. Does anyone know how to deactivate this band lock as it were.

Is this an unlocked phone using a European SIM or a locked phone using a North American SIM that is roaming?
