Question using data outside the country

TMo told me that i could pay a flat fee of $19/month (that's another 19 on top of the 19 I'm already paying for unlimited data within the US..) to use unlimited data internationally. A friend told me that the extra 19 is ONLY for emails, and they still bill for data (web surfing, aim..).
does anyone know about this?

-BTW, the international 'unlimited' service can be turned on and off at any moment.
