What you should be seeing is EDGE under the signal bars. Does it say data connection refused anywhere on your screen? That's all correct, but is also completely unrelated to the OPs original problem.
This user is having difficulty receiving phone calls, which has nothing to do with a Blackberry Data Plan whatsoever.
A GSM signal is fine for phone calls.
The user has indicated that they've tried multiple SIM cards and multiple handsets, only to get the same results each time. This would strongly suggest that the problem lies with the provisioning on the account, or possible a service problem in the user's geographical area.
