Default BIS , not receiving simple texts

I bought a BlackBerry PEarl on the net and I wanted to activate an email account on it through BIS, but the old owner already had one set up so I cant reactivate. I asked that they send the password to the phone so that I could activate it with the new passwords, but I still haven't received the text message. It states on the screen data connection refused, I dont have a BB Plan but I do have a plain text plan.......
What can I do?

You must have the BB Data Plan to get email, internet or data. The old owner must dectivate the old account first, or you will need to beg that carrier to deactivate it and allow to use the PIN.
The refused message will only go after you get the Data Plan. Good luck.
