Check the Opera Mini FAQ at mini.opera.com which discusses this matter.
The fact that Opera Mini works and not BIS has more to do with how Opera Mini works. Opera Mini can process more web sites than BIS because Opera Mini works through a Opera Server which processes the pages before sending it to your browser.
