It's probably not blocked via IT Policy.
There's probably a peer-to-peer encryption key set up on your friend's BES.
His messages are encrypted, which is why you cannot receive them.
He can read yours, because your messages are NOT encrypted.
The BES admin on your friend's side would need to remove the peer-to-peer encryption key on their BES in order to allow PIN messaging to ouside users.
(Not likely to happen.)
