Default Multi-lingual support

I searched the forum and found some people said any OS that is above 4.2 suppose to support Chinese?

I have OS 0.64 from Tmob, But I couldnt read chinese on my phone.

I have installed the lastest Desktop Software SP2, but uninstalled it because I dont like the Roxio DM. I reinstalled the DM 4.2.1.8, however, all the languages that I used to have unchecked are all gone.

Any idea on how can I get the chinese support on my phone without installing the hk.alx version that was the only fix months ago?
