Question System Startup Issue

Please Login to Remove!

My phone won't complete system start up. Removing the battery did not work.
Phone in continuous cycle of; 1) ~3 seconds of white screen with spinning hour glass, 2) screen goes black and red indicator light illuminates, 3) back to #1

Is there a master reset button?
