Email like Gmail, Comcast, etc. are more like pull email. The RIM servers check your email account every 15 minutes. When it finds a new email, it makes a copy and forwards it to your Blackberry.
There are some exceptions. For example my Yahoo! email account is just as fast as the @tmo.blackberry.net email address I use. You also don't have to pay the extra fee Yahoo! wants for pop access to your email account.

You understanding of a push protocol is not correct. Push does not have to be instant, it refers to the method of delivery being server initiated and forced (pushed) to the client. Even BES pulls messages from the exchange server, and then just like BIS pushes them to the device. In fact all delivered email is pushed using the SMTP protocol.
