Default Prefix international dialing

I have a question which hopefully someone can help answer:

Background:
I have set the prefix +65 in the smart dialing option. In my phone, even though a US contact is listed as 1408XXXXXXX, my phone would automatically insert a '+' prefix and dial the number as +1408XXXXXX.

However, a friend my mine whose BB is set to the same smart dialing option, isn't behaving the same way.

In his phone, when a US contact is listed as 1408XXXXXXX, his phone would dial it as 1408XXXXXXX. Without the '+' prefix.

Question:
Is there a another option/setting which he needs to configure such that the phone would automatically insert a '+' prefix? I forgot how I set my phone 7 months back to insert the '+' prefix.
