Default Newbie 8100 question about GPRS

I have received a work 8100 which is not yet connected to our work's Enterprise server. In other smartphones I have used my Telstra (Australia) 3G SIM card to access the web through GPRS. However on this new phone I get an "inadequate network coverage" type message.

When this phone is actually connected to the server I will sometimes be using it for work email, but also will need to access webmail. Do I have to wait until it is set up for the enterprise server before I can use GPRS to browse? I thought this was a function of my mobile provider like voice or sms ( both of which work).

Can anyone shed any light for this new user?

BlackBerry devices require a BlackBerry Data Plan for proper data usage.
Your "Telstra 3G SIM Card" probably does not have the proper BlackBerry Data Plan provisioned on it, so you'll get 'Data Connection Refused' on the device. You won't get GPRS without a BlackBerry Data Plan.
