Does anyone know of a new operating system for cingular is out.

Cingular doesn't even exist anymore.
Do you mean AT&T?

The T-Mobile 4.2.1.107 is still the latest OS for the Pearl. Nothing newer from AT&T is out.

All of the operating system software is written by RIM, and tested and then released by the individual carriers.
