If you are asking about the Facebook app by RIM, you need the data plan for BlackBerry and not a regular mobile data plan. You need the BlackBerry data service to use RIM/BlackBerry apps.

Ask your mobile service provider. BlackBerry data is usually in place of regular data, not in addition. That is, if your service provider supports BlackBerry.

RIM is Research in Motion, the company that makes BlackBerrys, operates BlackBerry data services, and also develops many of its own apps.

See What do I need a Data Plan for? - BlackBerryFAQ.

If you want to use BlackBerry data services you need a BlackBerry data plan.
