Default Enterprise Activation - server cannot connect

OK have a couple of Blackberry Curves 8300s that needed wireless activation. One was located in the states using Verizon and the other in Canada using Rogers. Our BES server is in Canada. Followed steps:

1. wiped handheld
2. removed users from BES
3. added users to BES
4. changes PIM synch for mail features to false
5. sent EA activation password and email
6. both received email password
7. both activated wirelessly using enterprise activation option on BB
7. Canada site received ETD email with 5min / US site within 15min
8. ETC sat in Canada site inbox for approx 10min before actioned by BES network [message disappeared] - with 40min activation was complete
ETC sat in US site inbox - BB showed Activation message however after approx 40min displayed error message that server could not connect. Could this be as a result of poor reception? Or maybe some other cause between service providers?
