There is no such option.
All you need is an email address and password to do an Enterprise Activation.

Are you sure the user has an ENTERPRISE BlackBerry Data Plan on their account?
If they just have a personal (BIS) data plan, the activation will not be successful.
An Enterprise BlackBerry Data Plan is required.

You enter the email address and the password in the Enterprise Activation screen on the device.

RIM then sends an email with activation instructions to that email address.

Your BlackBerry Enterprise Server on your network then retrieves that activation message (which was sent by RIM to the email address you specified) from the user's mailbox and begins to activate the device.

That's it, in a nutshell.

The activation process has been discussed in great detail here.
I'll dig up a link to the actual RIM documentation on this for you.

That's not what I asked you.
You need to verify that there's an ENTERPRISE BLACKBERRY DATA PLAN on their account.
It must be ENTERPRISE. You, or the user, should call the carrier to verify this.

These troubleshooting steps should also help:

Hi! Somebody have any idea, about how can I acomplish the activation of my device blackberry 8100 to the BES for MDS?

There are two forms for activate de bb, one by wireless and the other one in line (connect directly to de BES), I was trying both but I couldn't!

another question! I havet o develop a software for send push messages.! I found code for java and C#, but when I send it display "push sucess" but never come into the bb, why?
if in my Blackberry manager it display 7 push connections!
