Maybe someone reads your question differently than I, but if you are talking about BIS, tmobile isn't locking out anything. You must purchase the blackberry data plan to gain the BIS email service. It must be a blackberry data plan, not the generic carrier's phone data service. Assuming orange provides blackberry service, you will need to purchase the service from them when you activate the blackberry on their network.
