Default device software package download to load apps?

Is this really true you will have to go to RIMs site download some device software package in order to install themes , software apps etc? Why doesn't this software come on the CD? I can't image every new user having to do this out of the box.

Yes, Tritan that is true, and has been for ALL Blackberrys. It is the handheld OS that must be loaded and installed to your PC... same as explained here:
Application Loader Error - BlackBerryFAQ

Nothing new here.
