Standby doesn't turn the phone off. It just does what it's called, puts it on standby. Think of it like a PC, while on Standby, it's just on a low-power mode, but can quickly resume the Windows session. Same with the BB. It turns off the screen, locks the keyboard and can only resume by hitting the standby (mute) key again.

You can't receive calls with the BB off.

If you put the BB in standby it will still alert for Messages and wake-up for phone calls.

When I turn the phone off by pressing the hangup button, new calls go straight to voicemail.
When I put it in standby, the phone rings.

Is this the normal behavior ? So if I want to receive calls, I should put it in standby ?

yes. Put it in standby and you can still receive calls. I leave it in standby all the time.

Will turning off and on repeatedly (as opposed to standby) harm the phone ?
And putting it in standby consumes battery power while on off it does not ?

I don't think turning it on and off would harm it. Standby uses power but very little. The 8330 is listed as having standby time of up to 264 hours.
