One of my users has an 8310 and when he goes to respond to an email it just says "save draft" and does not have the choice to send. He can compose an email and send it just fine. Any ideas?

I would try resending the service books to the device from the BES.

yep either corrupt or missing service book. if simply resending doesnt work go to options > advanced > service book and have the user delete all service books related to the BES. (usually have Desktop in the name). Then resend from the BES again.
