Are you on a corporate BlackBerry Enterprise Server? If so, you cannot turn the firewall off.

If you are connecting the Blackberry to your companies email system through a Blackberry Enterprise Server they may have pushed an "IT Policy" down to your Blackberry which is not allowing you to change the Firewall settings.

If you are not connecting this to a corporate system I am guessing that this Blackberry may have been connected to a Blackberry Enterprise Server in the past and there is an existing IT Policy on the device. If you search these forums you can find instructions on how to remove an IT Policy. It's important to note that the minute you re-connect to a Blackberry Enterprise Server (if it is connected to a Blackberry Enterprise Server) the IT Policy will be pushed back down to the device.

If the device was previously on a BES, then the Firewall will automatically become enabled, and it cannot be turned off.
Even sending a Blank IT Policy will not change the Firewall to a disabled status.

There might not be anything you can do.
