I've set it up with just the incoming server before, and once we changed to having a different incoming and outgoing it stopped working. Is your POP3 mail server accessible over the public Internet?
Perhaps there's some type of security set up that is disallowing BIS from being able to make a connection to it.
What kind of POP3 email server are you using? Can you provide any additional details related to your network topology?
It's difficult to troubleshoot without knowing how you have things set up over there.
