I had this issue on my phone (T-Mobile UK) and the problem was that they had not provisioned my phone with the correct service books (the one for Blackberry Maps).
Contact Vodafone, make sure your chatting to someone who knows what they are doing (good luck) and make sure you have the right service books active on your account, then get the to resend them.
Restart the phone, and you should be fine !
