Ah okay, repair time for the device itself.
That is strange that you're not able to receive calls. You don't have your phone set up to forward all incoming calls to voicemail do you?
Press the green key to bring up the phone application and then press the Menu key and select Options. Scroll to Call Forwarding and see if the Forward All Calls option is checked.
Another thing you can do to test is to put your SIM card into another phone and test. If the problem follows your SIM card that implies a problem with your account on T-Mobile's end. If the issue stays with your Blackberry then that does seem to indicate something is wrong with the handset.
But check the call forwarding options first.
