Default would this be an OS or Network issue?

sometimes all programs that require a TCP connection to work
ie jivetalk (if set to TCP) and opera etc

stop working, i either get a "can't connect to internet" or "bad DNS" or "tunnel maxed out"

this even happens with t-zones.

i have the correct settings under TCP because this again doesn't happen all the time.

This appears to be a network issue. I have also faced similar issue but it used to get resolved on it's own. Such issues may not be that much prevalent with AT&T or Verizon but is definitely on T-Mobile.
