Depends upon which mailbox you are talking about. Assuming that you are on BIS, reconcile and delete from mailbox only works on the server side of things. If mail has already been downloaded to Outlook, then it won't get deleted or reconciled. It will if mail is till on the server, waiting to download to Outlook.
At least this is how I understand it works.
