my 8330 won't turn on even I plug it on charger and fully charge the battery.
According to the previous owner it has water damage.

My question is? Is there anyway i can repair it?

Water damage is very often fatal and not recoverable.

Water damaged electronics are a no-sale in most cases. What you could try is take it to a phone store and ask them to try a new battery in your phone. There is a slight chance that the battery could be bad, but I doubt it.
