Orange Dominicana offers BlackBerry Service and you have checked that your SIM has a BlackBerry Data Plan on it, correct?

When you say that it is "new", where did it come from?

Is it possible that it has and IT Policy on it that would stop browsing?

Also, when you say the browser "doesn't work", what do you mean?

Does it give you an error when you try to use it? Is it missing?

As in that it says your device does not currently have any browser configuration service book entries. Neither does the BB messenger work

I would try re-registering the host routing table.

Options > Advanced Options > Host Routing Table > Menu Key > Register Now.

You should get a Registration Message has been sent message and then you should get an email stating you've been registered with the wireless network. It should be pretty instant.

Also, were there any entries in the Host Routing Table?

On the new BlackBerry, is your data signal gprs/edge or GPRS/EDGE?

That's the problem. You need EDGE.
egde means that you have no connection to RIM's BlackBerry Infrastructure.

Try pulling the battery... and if that doesn't help, then call your carrier because they probably provisioned the wrong data plan on your account.

Useless, until the device has a data connection. Once it has a data connection, there's likely no need to resend the service books.

If the OP isn't connecting to RIM's infrastructure, then the device will never receive the service books.
